Angel is the Deputy Administrator for the NC ABC Commission, responsible for the strategic operation of multiple divisions. He’s also the principal liaison to NC Alcohol Enforcement Branch (ALE), Sheriffs, Police Chiefs, Mayors, City Managers, City Attorney, and other local governmental officials regarding ABC violations and controversial ABC permitting issues.

As a former Wake County Magistrate, Angel held various directorship positions with ITT-Technical Institute, Global Linguist Solution (a subsidiary of DynCorp International) and the U.S. Department of Labor, which included providing direct leadership support to the Assistant Secretary of Labor – VETS on transitioning military and Veteran matters.

Angel graduated from Parris Island, SC Marine Corps Boot Camp in 1982 and retired as a Master Sergeant in 2005. As a US Marine, he earned two meritorious promotions: Private First Class and Gunnery Sergeant, holding key leadership positions as senior enlisted advisor to Marine Commanders and being deployed worldwide, culminating almost 23 years of proven leadership and tested management skills while serving our Nation as a U.S. Marine.

He received his Bachelor’s degree in Business Administration from Averett University and two Master’s degree – Master of Arts in Communication from the University of Oklahoma and Master in Human Services: Criminal Justice from Liberty University.

Angel is married to Kirski Menendez, and together they have two young adult children Ryand, a US Marine, Kaila’Shea, a graduate intern professional with the University of California in San Diego, as well as a granddaughter, Kallie.
